Objections December 06 and January 07
Planning group report December 06 –
10 January 07
1. 03599 38 Lower Market Street – erection of 4 storey building 1x2 bed maisonette and 2x1 bed flats - Insufficient plans, no photos of site, “affordable flats”: we would have preferred\photos of site and thought the Design Statement defensive e.g. 2 references to “Magnet” re adjoining building.. Front of building looks odd, said to be a projecting bay containing staircase. Apart from inadequate plans, no objection as applicant says he is open to Conservation Team objections. CAG recommended refusal 12/12
2. 03886 47 St Aubyns : erection of 2 storey dwelling fronting Seafield Road – we disliked the sedum roof but no objection. Said to be eco-home with solar panels but with windows only on 1 side of building. Could not understand what the design on the west elevation was, no indication in the Design Statement. CAG recommended refusal 12/12
3. . 03566 45 Sackville Road: conversion of single dwelling to form 5 self-contained flats, including formation of balconies and dormer windows on front, side, and rear roof slope – no objection, we pondered on door changed to balcony with railings but decided not unreasonable, proposed materials said to match existing, view from front elevation not unreasonable. CAG did not object but recommended negotiations to improve the balconies.
4. 03846 63 Osborne Villas: Extensions to side and rear, single storey – for wheelchair user, materials to match existing, could be argued to be over-development of site but as single storey and for disabled user, and next to small modern block of 6 flats, no objection. CAG had no comments.
5. 03698 Hove Park Scrub Nursery: application for new indoor bowls centre – to replace existing facility at the old King Alfred site`- we sent a letter of objection and CAG had very definite views on the application. The Council had by it identified a site capable of being used for the alternative housing required to reduce the density of the suggested King Alfred application, so to propose it for a bowls facility was underdevelopment. It recommended refusal as contrary to the guidelines of the Local Plan and the Policy and Resources Committee, together with the impact it would have on the Engineerium Conservation Area. The application is still under consideration and has not yet been listed for discussion by the Planning Sub-Committee.
6. 04114 British Engineerium: application for extension to form new toilet block and external and internal alterations to Exhibition Hall to create restaurant area –
7. 04058 28/29 Western Road Hove: conversion of office building to 8 flats and 1 mews house, some affordable housing – new application after previous ones refused.
